Hi everyone, according to the latest information, a large number of Gen 3 and Gen 4 Pokémon are unavailable in the first version of PF!

Therefore, I've updated the tier list and will continue to update it periodically.

I will explain the reasoning behind the ratings for each Pokémon in the replies below.

Since there hasn't been actual testing in this META, the actual strength may vary by 1-2 tiers.

Clefable
"I am inevitable."

Except for its relatively average base stats, Clefable has everything needed for battling!

Clefable is a versatile and well-balanced entity, seemingly created specifically for PvP, a pink demon!

With its Fairy type, perfect move pool and two best abilities.
It can fulfill almost any role based on the team's needs.
Fairy Wall, anti-boost, hazard setter, team physician, wall breaker, stall breaker and etc.

Any team facing Clefable must first scout its set!
Moreover, there is no Pokémon in the current meta that can safely switch into an unidentified Clefable without concern(Thunder Wave -> Gengar/Crobat, Flamethrower/Fire Blast -> Scizor/Magneton and etc, Cosmic Power -> Bronzong, Ice Beam/Psyshock -> Nidoking/Nidoqueen).

Even with its relatively mediocre base stats, Clefable's bulk is sufficient to take most hits without 2KO after leftovers:

Gengar
"My Focus Blast will never miss."

Gengar is one of the most terrifying wall breakers/stall breakers in the current meta.
If we disregard the possibility of Focus Blast missing, Gengar can break through almost any wall in the PF meta depending on its setup.
Whether it's the traditional Choice Item + Trick, Substitute + Pain Split or Will-O-Wisp + Hex, Gengar remains a highly threatening breaker. Its 110 base speed also allows it to outspeed and clean up most non-Scarfed Pokémon.

In terms of defensive synergy, the Ghost + Poison typing is unique and highly valuable in the current environment.
With resistance to Fairy and immunity to Fighting, Gengar can provide some degree of defensive support even without any EVs in bulk.
Gengar can also absorb Toxic Spike due to it don't have Levitate anymore~
However, due to Gengar's frail defenses, If a wrong judgment is made, the consequences can be severe(Thunder wave from Clefable, Knock Off from Fight Type PMs).

Dragonite
"The Last Dragon."

Dragonite is the only Dragon-type Pokémon in the current meta (excluding Altaria), and it stands as one of the most powerful wall breakers, stall breakers, and sweepers in the game.

Whether it's Choice Band, mixed attacker Life Orb + Hurricane + Draco Meteor + Superpower, Dragon Dance sweeper set and even the Leftovers + Fly + Substitute + Roost 'airplane meal' set.
These make Dragonite a win condition that opponents must account for.

On the defensive side, while Dragon + Flying's unique value in PokéForce might not shine as brightly as in later generations—due to there are no PMs like Serperior, Keldeo, Volcarona and Heatran.
Dragonite's Multiscale ability, combined with its excellent bulk and access to Extreme Speed, still allows it to provide significant defensive utility for its team.

"Guess if I'm Bullet Punch or Pursuit!"

Scizor is a Pokémon that excels in both offense and defense, boasting an impressive move pool: Bullet Punch + Technician ability, Pursuit, U-turn, Superpower.
These moves allow Scizor to use the threat of Bullet Punch to gain momentum(U-Turn on switch in Pokémon like: Hippowdon, Skarmory and etc) or catch target Pokémon(Gengar, Alakazam and etc).
Whether using a Choice Band for power or Swords Dance for a boost, Scizor forces every team to consider how to deal with it.

On the defensive side, Bug + Steel is an elite type combination, and Scizor is the best Pivot in the meta (Rotom, Landorus, Zapdos, and Gliscor are unobtainable).
With reliable recovery - Roost and Defog for hazard remove, Scizor is undoubtedly a top-tier defensive Pokémon in the current meta.

I think PokeForce should consider ban Spore in OU Ladder, similar to Gen 5 OU, especially in an Meta without almost all the Grass-type walls.
It’s overly powerful!
Without Grass-type Pokémon like Celebi, Amoungus and Tangrowth, even without Spore, Breloom remains a formidable offensive threat.
It is the best user of Technician: Bullet Seed, Mach Punch, Natural Gift, and Rock Tomb all benefit from the boost.
Additionally, it also have Swords Dance and Spore, and it can even use another set: Poison Heal + Substitute, Leech Seed, and Focus Punch.
Almost any Pokémon that can switch in will need its teammates to be sleeped first in order to switch in ( Sleep Clause only allows one Pokémon to be sleeped at a time), while Breloom can also predict this and set up with Swords Dance or use Substitute.

In defensive synergy, Breloom with a Focus Sash has strong countering capabilities(which mean it can stop your opponent's sweep), while a Toxic Heal set can also provide some level of defensive support and absorb status for the team.

Very insightful information on your tier list. If possible I would love to read more of your opinions you have on the other viability tiers below S tier.

Yes, to my knowledge, almost all of the Pokémon that evolved in gen 4 are not obtainable.

"Pokemon Battles come and go, but I am eternal."

The position of these two Pokemons are almost same, so I'll discuss them together. Both are the top SPD stall in the environment, but due to the 7th generation move pool of PokeForce, teleport is ineffective, so they cannot serve as a pivot. Therefore, they are mostly suitable only in Stall and Semi Stall.


Chansey's advantage is its higher physical defense, especially useful when dealing with Pursuit and Psyshock, but it needs to be wary of knock off. Despite this, Chansey still needs to be very careful with Pursuit (you might consider use Protect to deal with Choice Band Pursuiters like Scirzor and Tyranitar).

Blissey's advantage is its higher special attack, which allows it to handle Pokemon that Chansey normally struggles with (Skarmory, Scizor, Gengar) using moves like Flamethrower and etc. Leftovers also give it more opportunities to switch in when facing any spikes and momentum move(Volt Switch and U-turn).

I personally believe that the usage of Chansey would be much higher than Blissey, so I'm not quite sure if the rank of Blissey should be downgraded to B. The main reason is that there are too many pursuiters in the meta. Although Blissey can handle Gengar better, the lack of Volt Switch Pivot (like Rotom) in the environment makes the advantage range of Blissey relatively smaller. Not to mention, Chansey's higher physical defense allows it to have a surprisingly good effect when facing physical attackers(Like Toxic and Counter).

"Where's my good buddy Excadrill?"

Rock type has generally been a drag for most Pokemon in defense, but Tyranitar is an exception. The combination of 100/110/100, along with the Sandstorm that boosts special defense by 50%, makes Tyranitar perform well in defense. If it carries Assault Vest/Fight Type Resist Berry, it can even survive in Focus Blast and counter-kill Gengar and Alakazam and etc.

On the offensive part, Tyranitar's setup varies greatly, such as the Choice Band, Choice Scarf, or the less usage set like Mixed Attacker and Dragon Dance. The variety of setups forces your opponent to probe your Tyranitar's setup before dealing with it, and always need to be worried for its Pursuit (especially for those teams that lean more towards stall).

The main problem with Tyranitar is that it has too many weaknesses. This makes it uncomfortable facing many popular Pokemon in the Meta, and the check and counter relationships between them can change at any time depending on the setup/health. I put it in A considering its role as a Pursuiter in this Meta, its diversified setups, and its ability to compete for weather control.

In general, because Tyranitar has a variety of sets while also having many weaknesses and lower speed, there will be a lot of occasions where it needs to strategize. It's impossible to give a conclusive summary.
For example, in the case of Tyranitar and Dragonite match-up, Tyranitar has a high chance to withstand Adamant Dragonite's +1 Earthquake without allocating any Evs to defense, and counterattack to kill it with Stone Edge(Dragonite lost its ability due to Stealth Rock, Sand Storm, or other reasons). However, the offensive set Tyranitar can barely endure the Earthquake. Once there are Spikes or Stealth Rock on the field, the check relationship will be reversed. Tyranitar‘s relationship with Scizor, Clefable and some other Pokémons are similar.
