Will roms be required for the game

As far as I remember once the devteam said that, as much as PokéMMO, original roms will be required in order to play Pokéforce
Will they still be required after moving to the new engine? Or will be assets, sprites, fighting sequences etc. be directly integrated within the game?
And if yes, will these things be homemade, or ripped off of the original games? I hope not
Despite the fact many pokémon games are out of stock since so many years, GF and Nintendo are so so SOOO evil about this (the main reason why I won't get Switch 2 after so many years of only-Nintendo consoles)

I knew you wanted to do this originally, but since you've decided to change game engine I didn't know if you wanted to keep like this

Despite the fact Godot is open source, make it able to rip copyrighted files from the games requires some workaround I guess
